Republic of Azerbaijan joins to Marrakesh VIP Treaty
Chairman of Board of Intellectual Property Agency of the Republic of Azerbaijan Mr. Kamran Imanov who participated at The Fifty-Eighth Series of Meetings of the Assemblies of the Member States of WIPO in early October of current year submitted relevant documents to Director General of WIPO Dr. Francis Gurry on accession of our country to Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired or Otherwise Print Disabled.
Marrakesh Treaty was adopted in Marrakesh city of Kingdom of Morocco on 27th June 2013 in order to facilitate access to published works for persons who are blind, visually impaired or otherwise print disabled. With the adoption of this Treaty, blind and visually impaired persons had the equal opportunities with persons without such disabilities to seek, obtain and disseminate any information and ideas that are appropriate to their choice, and to adequately address the problems that limit their access to education.
New legal framework provided by the Treaty guarantees international access to the use of scientific, literary and artistic works by blind and visually impaired persons and creates opportunity to elimination of lack of works in accessible format for such persons and trans boundary exchange of those copies.
Participation in the Marrakesh Treaty will help our country to further expand its international relations in this area, as well as to promote greater integration of persons from these categories into society, and to increase the utilization of their potential. Participation in this Treaty at the same time will provide the need to create a balance between efficient protection of authors rights and broader public interests, especially in the field of education, research and receiving information and considering such balance in relation to persons who are blind, visually impaired or otherwise print disabled.
It should be noted that President of the Republic of Azerbaijan Mr. Ilham Aliyev signed the Law of the Republic of Azerbaijan on accession to “Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired or Otherwise Print Disabled”. Azerbaijan is 42nd country accessing to Marrakesh VIP Treaty. This Treaty will enter into force for Azerbaijan in 24th December 2018.
