By the Decree of the Cabinet of Ministers of the Republic of Azerbaijan dated March 18, 2022, the Charter and the structure of the Center for Commercialization and Technology Transfer under Intellectual Property Agency of the Republic of Azerbaijan were approved.

The Center was established by the Decree of the President of the Republic of Azerbaijan dated April 6, 2021.

The purpose of creating the Center is to establish relations of communication, mutual order and proposals between science and industry, transfer of technologies for the qualitative growth of inventive activity, its adoption of an applied nature and commercialization of the results of intellectual activity, which serves to support innovative development, including start-up projects aimed at transferring results of scientific research to use them for commercial and non-commercial purposes, as well as to receive income from these results, participating in the provision of services to clients for the supply of technologies and projects to target markets, and coordination of activities in this area. To achieve these goals, the Center will participate in stimulating inventive activity, supporting the integration of science and production, and shaping an innovative economy through the promotion of intellectual activity. One of the priorities of the Center is interaction with other state bodies (institutions) involved in technology transfer to support innovative development, including start-up projects, as well as with individuals and legal entities.

The new body will support the organization of an examination of the potential for the commercialization of research results. At the same time, in accordance with its mandate, it will assist in conducting consultations on the commercialization and transfer of research with high commercial potential, providing information support, creating a research environment and increasing commercialization activity by involving higher education institutions and other relevant institutions. The Center's activities include participation in educating the population in the field of intellectual property and the formation of a culture of intellectual property, as well as increasing the knowledge of authors, right holders, professionals, students, researchers and other interested persons on intellectual property.

The activities of the Center will be financed by the Agency and the funds received from its activities.
