​A joint meeting of the working groups responsible for the sub-components of the Global Innovation Index was held

On October 21, 2022 at 15:00, a joint expanded meeting of the working groups responsible for the sub-components of the Global Innovation Index was held. The main purpose of organizing the meeting is to examine the current situation on the "Global Innovation Index" and to determine the tasks ahead, and to organize effective coordination in this area.

The meeting, held on the Zoom platform, was attended by responsible persons of the Secretariat of the Commission on Business Environment and International Ratings, the Intellectual Property Agency, the Ministry of Economy, the Ministry of Labor and Social Protection of the Population, the Ministry of Science and Education, the Ministry of Digital Development and Transport, the Central Bank , the State Statistics Committee, the State Agency for the Provision of Services to Citizens and Social Innovations, the State Service for Antimonopoly Supervision and Control of the Consumer Market under the Ministry of Economy.

The release of the Global Innovation Index for 2022 was widely discussed at the meeting, the meeting participants were informed about the position of our country. It was noted that the main goal of the Global Innovation Index, which has been operating since 2007, is to assess the level of innovative development of countries, promote innovative initiatives by opening doors for knowledge sharing and policy dialogue between governments, civil societies (including the private sector) and international organizations.

During the meeting, Chairman of the Board of the Intellectual Property Agency, Mr. Kamran Imanov, spoke and informed about the updated methodology of the Global Innovation Index and the conceptual aspects of evaluation. At the first stage, K. Imanov drew attention to the relationship between investment in innovation and the innovation results achieved in the country and emphasized the importance of a deeper study of the reasons why investment in innovation is not effectively transformed into the desired innovation results. Later, proposals were made on potential opportunities for improving the performance of our country and areas of joint cooperation.

After a detailed discussion of the draft Matrix prepared by the Secretariat of the Commission on Business Environment and International Rankings for the improvement of indicators, as a result of extensive discussions, proposals were agreed on the institutions responsible for improving each indicator and the institutions responsible for sending information to international institutions.

Following the meeting, held in the format of mutual discussions, an agreement was reached to continue activities in the direction of increasing the position of our country in international rankings, especially in the Global Innovation Index, and to organize work on the corresponding Matrix project.

As a next step, it was decided, on the basis of the division reflected in the said Matrix, to prepare strategic and tactical steps for the next year, establish flexible communication in this area, and also hold mutual discussions with the World Intellectual Property Organization (WIPO).
