Born in 1946.

In 1964, having graduated with excellent grades from secondary school No. 1 of Baku and in 1969 having received higher education in the Azerbaijan Institute of Oil and Chemistry, till 1977 worked in this institute as a chief laboratory assistant, post-graduate student, head of sector, chief researcher, chief teacher, head of scientific laboratory, and in 1977-1983 as a director of Scientific-Research Counting Centre of the Ministry of Higher and Secondary Education.

In 1968 was the winner of the International Student Olympiad.

In 1983-1992 worked as a pro-rector, first pro-rector of the Institute of Engineers and Builders of Azerbaijan, in 1978-1981 as a head of the Centre for Research and Modelling of Youth Problems, chairman of the Council of Young Scientists of Azerbaijan, in 1981-1983 in the Centre for Public Opinion and Sociological Research of the Central Committee of the Communist Party of Azerbaijan, and in 1980-1985 as a scientific secretary of the Council of Rectors of Azerbaijan. In those years he was awarded the Diploma of Honour of the Presidium of the Supreme Council of the Republic of Azerbaijan, the medal ‘Excellent Educator’, was awarded the title of laureate of the competition ‘For the Best Scientific Research’ of the State Committee for Education of the USSR, was awarded with decrees of the Ministry of Education of the USSR.

Since 1983, at different times has taught in higher education institutions of our country and Turkey on the topics ‘Economic and Mathematical Models and Methods’, ‘System Analysis’, ‘Artificial Intelligence Models and Expert Systems’, ‘Decision Making in Conflict and Compromise Situations’, ‘Database and Knowledge Management’, ‘Optimal Management’, ‘Decision Making Theory’, ‘Fundamentals of Intellectual Property’, IT-IS disciplines.

In 1992-1993, was the 1st Deputy Chairman of the State Commission on Student Admissions, scientific director of the test-examination system project, and in 1993-1995 was the Chairman of the Commission.

In 1995-2006 was the Chairman of the Copyright Agency of the Republic of Azerbaijan. In 1998 he graduated from the Academy of the World Intellectual Property Organisation and received a diploma in the speciality ‘Intellectual Property Law’.

In 1999 having graduated the Intellectual Property Law programme of the Islamic Conference Organisation (ISESCO) and in 2001 - the US Congressional Copyright Office IT-IS programme, was honoured with a certificate.

In 2006-2008 worked as the Head of the State Historical and Architectural Reserve ‘Icherisheher’ under the Cabinet of Ministers of the Republic of Azerbaijan. He supervised the conservation, restoration and reconstruction of the material and cultural heritage of Icheri Sheher, the study of its history, and, together with a group of international experts, the preparation of a master plan for the conservation of Icheri Sheher.

By Order No. 55 of the President of the Republic of Azerbaijan dated 19 November 2008, he was again appointed Chairman of the Copyright Agency of the Republic of Azerbaijan.

He was the author of projects and head of working groups of the Milli Majlis of the Republic of Azerbaijan on preparation of draft laws ‘On Copyright and Related Rights’ (1996), ‘On Legal Protection of Topologies of Integrated Circuits’ (2002), ‘On Legal Protection of Samples of Azerbaijani Folklore’ (2003), ‘On Protection of Data Set Rights’ (2004), ‘On Protection of Intellectual Property Rights and Combating Piracy’ (2012).

By the Order of the President of the Republic of Azerbaijan № 2889 dated to 07.05.2013, he was awarded the Order "For Merits to the Motherland” of the Third Degree for efficient activities in the field of the copyright protection..

By the Order of the President of the Republic of Azerbaijan № 2417 dated to 07.11.2016 he was awarded the Order of "Glory" for his services in the field of the copyright protection.

By the Order of the President of the Republic of Azerbaijan № 2985 dated to 04.11.2021 he was awarded the Order "For Merits to the Motherland” of the First Degree for long-term efficient activity in the field of civil service.

By the Order № 58 of the President of the Republic of Azerbaijan dated to 07.05.2018, he was appointed to the position of Chairman of Board of Intellectual Property Agency of the Republic of Azerbaijan.

In order to form and develop the intellectual property system in Azerbaijan, he managed the preparation of more than 40 projects, including those related to regulations on the protection of intangible cultural heritage, digital rights management, e-commerce, commercialisation and technology transfer, as well as the protection and enforcement of intellectual property rights.

He is an honourable professor of the Azerbaijan University of Architecture and Construction. He has made reports at international conferences held in Turkey, Germany, Hungary, USA, Switzerland, France and other countries. He is the author of more than 110 scientific works on intellectual property and copyright, more than 40 books and articles exposing Armenian plagiarism, and more than 80 works on decision-making issues. Under his scientific supervision a large number of PhD and Master's degrees have been prepared.

He was elected Vice-Chairman and then Chairman of the Assembly of the WIPO Berne Convention for the Protection of Literary and Artistic Works and Head of the Assembly of the WIPO Copyright Treaty. On 6 July 2023, at the 64th meeting of the Assembly of the Member States of WIPO held in Geneva, he was again unanimously elected the Chairman of the Assembly of the Union of the Berne Convention for the Protection of Literary and Artistic Works of up to 180 States, and currently holds that position.

As the head of the delegation of the Republic of Azerbaijan to WIPO, he made dozens of speeches in French and English, he is the plenipotentiary representative of the Republic of Azerbaijan in the Administrative Council of the Eurasian Patent Organisation. At the 45th meeting of the Administrative Council of the Eurasian Patent Organization held in Moscow on September 9-10, 2024, he was unanimously elected the Chairman of the Administrative Council of the Eurasian Patent Organization.

In 2021, for the first time, he was one of the initiators of the establishment of the Chair of Intellectual Property Law at Baku State University and its branch at the Intellectual Property Agency, creation of a new master's programme on the specialty ‘Intellectual Property Law’ and specialisation in the field of intellectual property rights.

Also in 2023, he was one of the initiators of the establishment of the Intellectual Property Chair at the Azerbaijan University of Architecture and Construction.

He was awarded the 100th anniversary medal of the Azerbaijan Democratic Republic by Decree № 1205 of the President of the Republic of Azerbaijan dated May 27, 2019, medal of "100th anniversary of Baku State University (1919-2019)" by the Order № K-1822 of the Ministry of Education of the Republic of Azerbaijan, dated December 6, 2019. He was also awarded jubilee medals of the State Customs Committee and the State Security Service of the Republic of Azerbaijan

At the 41st meeting of the Administrative Council of the Eurasian Patent Organisation, held in Moscow on 20-21 September 2022, he was awarded the V.I. Blinnikov Gold Medal of the Eurasian Patent Organisation ‘For Contribution to Inventions and Patenting’.

In addition, in 2014, he was awarded the "International Golden Star" medal of the International Academy of Sciences of the Turkic World Studies for his outstanding services to world science and culture. In the same year, he was elected an Academic member of the International Academy of Sciences for Turkic World Studies. In 2015, he was awarded the "Turksoy" medal on the occasion of the 20th anniversary of the International Turkic Culture Organization (Turksoy), and in 2016, he was awarded the "Atatürk International Award" for outstanding services to the science and culture of the Turkic world by the International Academy of Sciences of the Turkic World Studies.

In 2014, was awarded the "Crowned Star" order of the European Academy of Natural Sciences for his special services in scientific research.
