Born in 1946.

After graduating from secondary school number 1 in Baku with excellent grades, and completing his higher education, he worked as a senior laboratory assistant, senior teacher, scientific laboratory manager at the Azerbaijan Petroleum and Chemical Institute and Director of the Scientific Center of the Ministry of Higher and Secondary Education. During student years, he was awarded the title of laureate of the international student science competition. He worked as the vice-rector for educational affairs, the first vice-rector of the University of Construction and Architecture, the secretary of the Council of Rectors of Azerbaijan Universities, the scientific secretary of the Center for Sociological Research on the Study of Public Opinion of the leadership of the Republic of Azerbaijan.

In those years, he was awarded the Honorary Decree of the Supreme Soviet of the Republic of Azerbaijan, the "Educational Excellence" medal, the laureate of the "For the best scientific research" competition of the USSR State Education Committee, and several decrees of the USSR Ministry of Education.

He has been the 1st Deputy Chairman of the State Commission on Student Admission, the head of the test system project, the Chairman of that Commission and the first Chairman of the Copyright Agency of the Republic of Azerbaijan.

He has been the Head of the "Icherisheher" State Historical-Architectural Reserve Department under the Cabinet of Ministers of the Republic of Azerbaijan, and later he was re-appointed to the position of the Chairman of the Copyright Agency of the Republic of Azerbaijan by Order № 55 of the President of the Republic of Azerbaijan dated 19.11.2008.

By the Order of the President of the Republic of Azerbaijan № 2889 dated to 07.05.2013, he was awarded the Order "For Merits to the Motherland” of the Third Degree for efficient activities in the field of the copyright protection.

By the Order of the President of the Republic of Azerbaijan № 2417 dated to 07.11.2016 he was awarded the Order of "Glory" for his services in the field of the copyright protection.

By the Order of the President of the Republic of Azerbaijan № 2985 dated to 04.11.2021 he was awarded the Order "For Merits to the Motherland” of the First Degree for long-term efficient activity in the field of civil service.

By the Order № 3221 of the President of the Republic of Azerbaijan dated to 11.09.2017, he was appointed to the position of Chairman of Board of Copyright Agency of the Republic of Azerbaijan.

By the Order № 58 of the President of the Republic of Azerbaijan dated to 07.05.2018, he was appointed to the position of Chairman of Board of Intellectual Property Agency of the Republic of Azerbaijan.

He is Honorary Professor of the Azerbaijan University of Architecture and Construction. He made presentations at international Conferences held in Turkey, Germany, Hungary, USA, Switzerland, France and other countries. He is the author of more than 110 scientific works on topics related to intellectual property and copyright, more than 40 books and articles exposing Armenian plagiarism, and more than 80 works on decision-making. He has been scientific supervisor of graduate students and masters.

He was elected vice-chairman and later chairman of the Assembly of the Berne Convention "On the Protection of Literary and Artistic Works", at the moment is the Chair of the Assembly of the "Copyright Treaty" of WIPO. As the Head of the delegation of the Republic of Azerbaijan at the WIPO, he has made dozens of speeches in French and English, and is the authorized representative of the Republic of Azerbaijan at the Administrative Council of the Eurasian Patent Organization.

He has been one of the initiators of the establishment of the Department of Intellectual Property Law at Baku State University and its branch at the Intellectual Property Agency, as well as specialization in intellectual property law.

He was awarded the 100th anniversary medal of the Azerbaijan Democratic Republic by Decree № 1205 of the President of the Republic of Azerbaijan dated May 27, 2019, medal of "100th anniversary of Baku State University (1919-2019)" by the Order № K-1822 of the Ministry of Education of the Republic of Azerbaijan, dated December 6, 2019. He was also awarded jubilee medals of the State Customs Committee and the State Security Service of the Republic of Azerbaijan

In addition, in 2014, he was awarded the "International Golden Star" medal of the International Academy of Sciences of the Turkic World Studies for his outstanding services to world science and culture. In the same year, he was elected an Academic member of the International Academy of Sciences for Turkic World Studies. In 2015, he was awarded the "Turksoy" medal on the occasion of the 20th anniversary of the International Turkic Culture Organization (Turksoy), and in 2016, he was awarded the "Atatürk International Award" for outstanding services to the science and culture of the Turkic world by the International Academy of Sciences of the Turkic World Studies.

In 2014, he was awarded the "Crowned Star" order of the European Academy of Natural Sciences for his special services in scientific research.
