On April 6, 2021, the President of the Republic of Azerbaijan Ilham Aliyev signed the Decree "On the establishment of a "Center for Commercialization and Technology Transfer" under Intellectual Property Agency of the Republic of Azerbaijan."

According to the Decree, the Cabinet of Ministers of the Republic of Azerbaijan was instructed to create a “Center for Commercialization and Technology Transfer” within fifteen days, under Intellectual Property Agency of the Republic of Azerbaijan and inform the President of the Republic of Azerbaijan about this.

It has been established that the Center is a legal entity of public law that establishes relations of communication, mutual order and proposals between science and industry, technology transfer for the qualitative growth of inventive activity, its adoption of an applied nature and the commercialization of the results of intellectual activity, serving to support innovative development, including start-up projects aimed at transferring the results of scientific research for their use for commercial and non-commercial purposes, as well as generating income from these results, participating in providing clients with services for the supply of technologies and projects to target markets, and coordinating activities in this area.

It should be noted that paragraph 3.1.45 of the Charter of the Intellectual Property Agency, approved by the Decree of the President of the Republic of Azerbaijan dated July 30, 2018, instructs the Agency to make proposals and participate in the formation of technology transfer and innovation support centers, the infrastructure for the commercialization of intellectual activity to improve the quality and application of inventive activity

In order to ensure the implementation of the above tasks, including the expansion of scientific knowledge in the business space, the integration of science and industry, as well as the development of new elements of the innovation infrastructure in the country, which will give a significant impetus to the formation of an innovative economy in the country, a very important step is the creation of the Center for commercialization and technology transfer.

The main tasks of the new Center are to assess the innovative potential of intellectual property and help in choosing ways to commercialize them, create a database on innovative projects and high technologies, obtain and transfer their rights in order to acquire and commercialize intellectual property, monitor the results of research and innovation activities in research institutions, providing consulting support in the creation, development and financing of small innovative enterprises (start-ups), studying the market needs for the use of intellectual property, establishing international cooperation in the field of transfer, development, commercialization of innovative technologies, etc.

In recent years, the Intellectual Property Agency has taken appropriate measures to establish intellectual property offices in universities, research institutes and SMEs, and to transform existing offices into commercialization and technology transfer centers. In order to support the work carried out in these areas, the Agency organized a number of events, representatives of the Agency participated in national and international seminars and conferences in traditional, online and hybrid formats.

At the same time, the commercialization of new technologies obtained as a result of intellectual activity, the creation of centers in this area, the promotion of innovation activities are widely covered, at the same time, in order to increase knowledge in this area, in various events, presentations are presented on the topics “Technological profile of Azerbaijan and advanced technological areas of the world (patent analysis)”, “What is needed for innovations to be born, implemented and bring income? (expert assessments and materials of sociological research of SMEs)” (in Russian), “Commercialization of intellectual property and research works”, “Intellectual property at the present stage (protection and enforcement of rights)”, “Inventive and patent analytics in Azerbaijan” and "Analytical Review of Industrial Designs, Geographical Indications and Trademarks in Azerbaijan" (in Azerbaijani and Russian), booklets were published on their basis, and a number of books on innovative development, commercialization and transfer of technologies, the creation of centers in this area.
