The regional seminar on the topic “Creative Economy: Data Model, Measurement and Intellectual Property” continues its work

Chairman of the Board of the Intellectual Property Agency Kamran Imanov’s presentation on the topic of "Rethinking Intellectual Property and the Creative Economy" was heard at the regional seminar.

The presentation touched upon the provisions defined by the Agency’s Charter, approved by the decree of the head of state, such as “areas of activity” and “tasks”, as well as the adoption of measures aimed at “increasing the role of intellectual property in the modern economy and improving the investment environment in the copyright (creative) economy, commercialization of the results of intellectual activity and determining the share of the creative economy in the country’s gross domestic product”, as well as “technology transfer, support for innovation and the creation of a commercialization infrastructure” (subsection 2.2.8).

It was emphasized that in subsection 3.1.44 of the Agency's Charter the copyright economy is called the "creative economy". In addition, provisions related to "constant monitoring of economic indicators of sectors of the national economy based on intellectual property rights, conducting relevant work to more accurately assess the share of the sector based on intellectual property in the gross domestic product, monitoring the rating of our country in international ratings related to the results of intellectual activity, conducting analyses and preparing proposals" were touched upon (clause 3.1.43).

In his speech, K. Imanov noted that the expressions "creative" and "creative" (branch or industry) are used as synonyms, "branch", "industry" can be replaced by the term "economy", and emphasized that the development of the creative economy is associated with intellectual property based on copyright, described as an economy. He provided detailed information on the chronology of the emergence of the terms "cultural and creative industries", "creative industries (industries)" and "creative economy", as well as their differences.

The presentation included a discussion of the meaning of creativity, a definition of the term “creative economy” (industry), and a chronology of the development of concepts related to creativity. It was emphasized that the concepts of “cultural” and “creative” industry are different, and the term “cultural industry” is used to emphasize the social significance and non-commercial nature of the industry.

The head of the agency also shared his opinion on the state of creative industries in Azerbaijan. Analysis and calculations conducted by the Intellectual Property Agency show that the share of the creative industry in Azerbaijan's GDP is growing. In recent years, this figure has increased from 5.1% in 2018 to 5.2% as of January 1, 2024, which is in line with the level of developed countries.

In conclusion of his speech, K. Imanov analyzed the shortcomings of the national model and the prospects for the transition to fuzzy modeling.

Then, a report was heard from WIPO Deputy Director Dimiter Ganchev on the topic “Review of existing models for measuring the creative economy.”
